The Terraserver site (http://terraserver.homeadvisor.msn.com/) allows you to look up a location using Lat and Long in either decimal coordinates or in degrees, minutes and seconds.  Click on Advanced Find and then on Geographic.

There is one of the online map programs (possibly Mapquest) that will locate
a coordinate on their map if you enter it.  That would likely get you close
enough to figure out the location.
